This manifesto sets out the national direction of Rewrite Scotland and our shared commitments under the Rewrite banner. It does not contain every policy or project—we believe in building with the people, not just presenting to them.

Our Constitutional Commitment

Rewrite Scotland formally endorses the following Union-wide legal instruments: 

  • The Union Bill of Rights 
  • The Constitutional Scroll of the United Commonwealth 
  • The Declaration of the Union Nations 

These documents guarantee Scotland’s equal status in law, permanent national sovereignty, and shared protection with England, Ireland, Wales, Canada, Australia, and New Zealand under the United Commonwealth Union. 

All campaigns operating under the Rewrite banner accept and adopt these instruments in full. 

Scotland’s Role in the Union of Seven Nations

Rewrite Scotland will: 

  • Join the United Commonwealth Union as a sovereign, self-governing country 
  • Be equal in law and representation to all other Union members 
  • Share one citizenship, one legal framework, and one Bill of Rights with over 150 million English-speaking citizens across the seven nations 
  • Protect our identity, faith, borders, and Parliament—with no subordination to Westminster or Brussels 

This manifesto is not for either Scottish Independence or Remain, it is for every Scot. Whether you’ve spent years calling for independence or defending the Union, this policy delivers both: Full nationhood for Scotland, and equal partnership in a greater Union of sovereign countries. No more division. No more bitterness. Just a future we shape together. 

Whether a Scot is born in Stirling or retires in Sydney, their rights will be the same. 

This Union is not control. It is kinship. Not erosion. But elevation. Not globalism. But shared sovereignty.

Final Commitment 

Rewrite Scotland will govern with dignity, clarity, and constitutional certainty. Our national parliament will retain control over Scotland’s domestic laws, values, and voice—while honouring the shared Union laws that ensure harmony and fairness across all seven nations. 

We will write our future as a sovereign country, protected by the Union Constitution and equal in law to every other land in our Commonwealth. 

Scotland will rise—not apart, but as one. 
Not beneath, but beside. 
Not in protest—but in power.
